You're not going to find anything for under $100...unless of course you understand how bit torrents work ;)
gimp is pretty good for basic stuff, but if you want to do more and learn more I suggest Adobe CS2 or Paint Shop Pro 12. Both of them are at least $199+. But again, if you like ';bit torrents'; you can usually find them for at the very most FREE. Whats a good painting/photo editing software?

Everyone knows of photoshop so you could get that if you don't already. It has both of those and is a very advanced program.
Then there's lopts of online programs which you can save to some extent.
Photo editing: lots of online ones!

if you google it i'm sure you'll find more appropriate software that costs money and works with whatever type of computer you have.
A very good Photo-Editing software available is Adobe PhotoShop CS3, but only a 30-day trial for PhotoShop is available for free. To try it out go to http://www.adobe.com/downloads
A free alternative to PhotoShop is GIMP. While it is as powerful as PhotoShop, it's a bit harder to use. If you can't get your head around it, check some tutorials on YouTube:
