It often is a lack of knowledge rather than a lack of capability of the software. The most capable and also complex would be Photoshop. Downrange a bit I would pick paintshop.


Either of these has a cut and paste capability. They also have various ways of blending. You can sample a spot for color, then blend it in to make the mismatch match.





Its estimated that the average ms office user, in word, uses only about 8% of its capabilities! So you see why its a common problem not knowing possible abilities. Software mfr's can do nothing but add, sometimes useless, capabilities and change the user interfaces in order to sell next years version.
You can't go wrong with Adobe Photoshop.





There are others like CorelDraw, openCanvas, etc.





If you want to go for free stuff, try GIMP. it's open source and has most of the features of Photoshop.





GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring. It works on many operating systems, in many languages.
