Well i'd suggest GIMP, Photoshop, or illustrator (although illustrator is much more vector oriented). If you want to learn how to use the software i'd suggest either taking a class, watching a video tutorial, or do some reading, since there is a ridiculous amount of stuff you can do with the software.
There is a lot more advanced software out there these days for artistic people with a computer. Also they use vectors which dont loose picture quality when resized.

If you're looking for a free program, look at GIMP. Its a great photo editing program that is free to download and easy to work with.





As for programs you can purchase, you've got ArcSoft Photo Studio (my personal favorite and the cheapest of these three), Jasc Paint Shop Pro, and Adobe PhotoShop.

I would say photoshop is the best for editing photos, paint shop for just creating cool things %26amp; fireworks if your more amateur and dont want to use it a lot.
Paint.net (www.getpaint.net) is similar, but quite a but more advanced than MS paint, GIMP (www.gimp.org/) and Photoshop (www.adobe.com/products/photoshop/compar鈥?are much more advanced image editing programs, GIMP is free while Photoshop is quite expensive. Hope this helped!
