You are looking for Microsoft .NET Framework (pronounced ';dot net';). You can get version 1.1 from windows update. You can get to windows update by launching Internet Explorer and selecting ';Windows Update'; from the ';Tools'; menu.

Paint,net requires the .net 2.0 frame work. You may have other software the requires .net 1.x. If this is so - 2.0 will not install.
