The best freeware is GIMP for Windows (I'm assuming you are on windows). You can find it at http://www.gimp.org/windows/
A very fine freeware vector drawing package is Inkscape, but it runs on Linux. Theoretically you could install Wubi (a virtual Ubuntu that runs on Windows) and run Inkscape in Wubi. Its easier than it sounds -- just read up on Wubi at Ubuntu's website.
OpenOffice Drawing is also a quite good vector graphics program and is available as part of the OpenOffice Suite. You can download it here: http://download.openoffice.org/other.htm鈥?/a>
